Every time I want clean water I will try to take untill the height fish can still swim.I scrub away all the algae on walls and floors,I replace tap water, pour some anti- chlorine add some rock salt, and wait for the salt to dissolve and go to bed at night without the fiish'es lights on, next day the water become green again?

Fully empty the tank, even dry it if possible, to get rid of any GW seed. Then restart with a strong filtration like HNLim mentioned. While filter is cycling and settling in, try to reduce the light intensity so GW will not form and dominate. When tank mature then you may increase the lights even with direct sunlight. If your water is good, GW should not form. Fish would thrive in that condition.
